Why did FIFA not apply the “Away Goals Rule” to break the tie between Egypt and Algeria instead of a play-off?
Algeria and Egypt finished with identical overall and head-to-head records as both had 13 points and +5 goal difference. Algeria defeated Egypt 3-1 in Algeria while Egypt defeated Algeria 2-0 in Egypt. FIFA had decided a tiebreaking play-off match. Shouldn’t Egypt have qualified without the need toplay-off becasue it scored 1 goal away from home while Algeria did not?

Because the regulations for the World Cup does not include the away goals rules for group or “league” play, merely for “cup” play as in the head-to-head series between Bahrain-Saudi Arabia, Slovenia-Russia.
The basic ranking criteria for league play is:
1) total points
2) goal differential
3) goals scored
4) head-head total points
5) head-head goal differential
6) head-head goals scored (only relevant if three or more teams tied)
7) coin toss or neutral site play-off
Perhaps they should add in head-head away goals ahead of the play-off match, but the current rules do not include it.
